Water supply will always be a challenge and national imperative for Singapore.

Therefore, in Pasir Panjang Power District, the primary design concept of Merging Scapes is to shape the way we utilise water by integrating water into the urban landscape. This creates new synergy between land and water, transforming the site into a coastal waterfront tightly integrated with its water resources. As water sustainability is a core trait of the masterplan, we have tried to incorporate this in many ways. Through efficient management of water resources, Merging Scapes envisages water as part of a closed-loop system, one which ensures water is sustainably used and purified. Water features such as bio-swales, retention ponds and green streets are incorporated to collect water for use in agricultural, domestic, industrial and recreational purposes.

The revitalised site is envisioned to be a test bed for new technologies involving the blues and greens. Some examples include autonomous boat delivery and coral reef regeneration. The research carried out on-site sets an example of nature-centric smart living that could be adopted into other parts of Singapore. Revitalising the site with greens and blues is a way of making up for the pollution caused by the power station in the past, to return the land to its people.
